When my children were babies and I felt nothing was getting done, I wrote down a list of cleaning chores. It might be something as simple as vacuuming the hall on Tuesdays, but I found it helped me to put the chaos in order.
If you have older children you can put together a chart for them too. If they are too small to read, add pictures: Brush teeth, make bed, put clothes in the hamper.
